About NCQA and HEDIS
The National Committee for Quality Assurance (NCQA) is a nonprofit organization that develops evidence-based standards and performance measures to assess healthcare quality across the United States. One of its core tools is the Healthcare Effectiveness Data and Information Set (HEDIS), which is used by over 90% of U.S. health plans to measure care and service performance.
HEDIS measures assess how well care is delivered in key areas such as:
- Preventive Care: Well-child visits, immunizations, adolescent preventive visits
- Chronic Care: Asthma management, diabetes care, behavioral health
- Access and Utilization: Primary care access, appropriate testing, and follow-up

RCHN focuses on pediatric-specific measures aligned with the Managed Care Accountability Set (MCAS), as developed by the California Department of Health Care Services (DHCS) for Medi-Cal managed care plans. MCAS ensures that performance reporting and improvement efforts reflect the unique needs of California’s pediatric and safety-net populations.

Align. Measure. Perform. (AMP) for Commercial Plans
The Integrated Healthcare Association’s Align. Measure. Perform. (AMP) program standardizes performance measurement and benchmarking across California’s commercial health plans and provider organizations. AMP aligns with NCQA HEDIS metrics but includes regionally relevant measures, emphasizing both clinical quality and total cost of care.
RCHN participates in AMP measurement through its commercial plan partnerships, using these metrics to guide continuous improvement in preventive services, chronic condition management, and patient experience.

Priority Measures for RCHN
Our 2025 priority measures reflect alignment across MCAS (Medi-Cal) and AMP (Commercial) to ensure consistent expectations for all practices in the network. Each measure contributes directly to improved population health outcomes and is associated with incentive payments through value-based arrangements with contracted health plans.
